Switzerland backs full EU sanctions against Russia

Switzerland has backtracked on its previous stance by deciding to adopt the full range of sanctions imposed by the European Union against Russia's attack on Ukraine.

It was a unique and difficult step which is compatible with the country's traditional neutrality, Swiss President Ignazio Cassis said in a statement read out in three languages - Italian, German and French - during a news conference attended by four of the government's seven members on Monday.

Cassis called Russia’s invasion of Ukraine an “attack on sovereignty, freedom, democracy and the population and institutions of a free country”, which also affected Switzerland. “Playing into the hands of an aggressor is not neutral,” he added.



"The defence of peace and security and respect for international law are values that Switzerland, as a democratic country, shares with its European neighbours," he said.  
Neutral Switzerland had previously declined freezing the assets of Russian individuals and companies, drawing harsh criticism both at an international and domestic level. Cassis said the government first had to examine possible repercussions of punitive measures for Switzerland before it could act.
The Swiss government continues to offer its good offices to all sides in the conflict but it will also examine each further package of sanctions imposed by the EU on a case-by-case basis. 

Switzerland has blocked with immediate effect the assets of 363 individuals and four corporate entities. This includes Russian President Vladimir Putin, Prime Minister Mikhail Mishustin and Foreign Minister Sergei Lavrov.

Also on Monday, Switzerland followed suit with other European countries in closing its airspace to Russian flights.

In an initial move last week, the Swiss government imposed travel restrictions on sanctioned Russians and had forbidden Swiss banks from engaging in any future financial business with these individuals and companies. 



Swiss support SWIFT ban



"The ban on imports, exports and investments concerning Crimea and Sevastopol, which has been in place since 2014, has been extended to the Ukrainian regions of Donetsk and Luhansk, which are no longer under the control of the Ukrainian government," read a government statementExternal link.

Finance Minister Ueli Maurer played down links between the Swiss and Russian financial centres, which he described as "very small". He added that Switzerland would support an international decision to cut Russian banks off from the global SWIFT bank messaging system.

Russians held nearly CHF10.4 billion ($11.24 billion) in Switzerland in 2020, Swiss National Bank data show.

Defence Minister Viola Amherd said Switzerland is bracing itself for retaliatory measures by Russia. “Specifically, we are thinking of areas such as energy supply, refugee flows and cyber-attacks,” she said.

For her part, Justice Minister Karin Keller-Sutter said Switzerland had imposed travel bans for five oligarchs believed to belong to Putin's entourage. 

It was also announced on Monday that Switzerland would deliver 25 tonnes of humanitarian relief supplies to the Ukrainian-Polish border. Staff from the Humanitarian Aid Unit are accompanying the delivery, which also includes Swiss army medical supplies.

Some 500,000 people have fled Ukraine and sought refuge in Poland and other neighbouring countries since the Russian offensive began, according to the United Nations refugee agency.



Parliament



The Swiss parliament opened its three-week spring session with statements about the conflict in Ukraine.

The speakers of the Senate and the House of Representatives stressed that Switzerland's neutrality was no excuse to tolerate Russia's attack against Ukraine. The house also observed a minute of silence for the victims of the war.
Most of Switzerland's main political parties have come out in favour of tough sanctions. However, the right-wing People's Party argues Switzerland risks losing its neutral status if it takes measures against Russia.

"The United States has informed the Russian Permanent Mission to the United Nations that we are beginning the process of expelling 12 intelligence operatives from the Russian Mission who have abused their privileges of residency in the United States by engaging in espionage activities that are adverse to our national security," the spokeswoman, Olivia Dalton, said in a statement. "We are taking this action in accordance with the UN Headquarters Agreement. This action has been in development for several months."

Russian Ambassador to the U.N. The New York Stock Exchange and the Nasdaq Stock Market halted trading of several U.S.-listed Russian stocks this morning in the wake of tough new sanctions imposed by Washington in response to the invasion of Ukraine.

NYSE’s website said the exchange had halted the trading of Russian telecom operator Mobile TeleSystems PJSC, mining and steel company Mechel PAO and online real-estate classifieds company Cian PLC due to “regulatory concern.”

Nasdaq halted the trading of several other Russian companies, including search-engine operator Yandex NV and online retailer Ozon Holdings, citing “news pending.” Ozon, sometimes called Russia's Amazon.com, held its initial public offering on the Nasdaq in 2020.

The halts are temporary while the NYSE’s and Nasdaq’s regulatory teams study the newly imposed sanctions, people familiar with the matter said. They don’t go as far as a delisting, in which a stock is booted off an exchange.

SpaceX sent a truck full of Starlink user terminals to Ukraine, according to an image tweeted by the country’s vice prime minister, who had asked CEO Elon Musk for assistance during Russia’s invasion. Over the weekend, Mykhailo Fedorov tweeted at Musk, asking him to provide Ukraine with Starlink stations. In response, Musk said that the satellite internet service had been activated for the country and that more terminals were on their way. Today, it seems that promise has been fulfilled, with Musk responding to Fedorov’s latest tweet, “You are most welcome.”


As fighting continues in Ukrainian cities, there have been concerns that there could be cyberattacks on critical internet infrastructure, which could make it harder for news to leave the country or for people to contact loved ones. These fears were heightened following some partial outages that occurred last week.

Xưa Tây Ban Nha, Bồ Đào Nha đưa thuyền đi chiếm thuộc địa không cần lý do gì, sau đợt đó đến Anh Pháp cũng chẳng cần lý do chi, rồi Đức Nhật muốn đánh ai thì đánh, rồi Mỹ đánh Iran, Iraq ...  thì tìm cái gì anthrax bậy bạ nói cho có lệ dù chẳng ai tin và chính họ cũng chẳng tin. Clinton bị báo chí đưa trang đầu vụ Lewinsky thì mau mau đánh Iran 1 cái để dẫn dư luận qua chuyện chiến tranh, chết ai mặc kệ. Nay Nga muốn đánh Ukraine thì đánh, chỉ cần đưa ra những lý do tào lao, mà cũng chẳng ai quan tâm là lý do gì. Vì thế, Mỹ và Tây Âu muốn đánh họ sẽ đánh, họ chẳng cần cái gì lý do tham chiến. Chẳng qua gặp Nga nên họ sợ mà thôi. Nếu hôm nay, Iran mà đánh Do Thái thì Mỹ đã xuất quân rồi, chẳng cần nói ai nghe lý do gì xuất sư cả. 

2, Giành địa bàn , ... Nước mạnh nào cũng giành địa bàn, giành, cướp tiền bạc, tài nguyên của nước khác. Mỹ Anh Pháp, Trung Nga ... cũng vậy.

3, Dân chủ có 1 điểm chết, là chuyện bầu cử. Con nít 18 tuổi không biết gì về chính trị cũng bầu. Các bà thì bầu và chọn những người đẹp trai. ...  1 ứng cử viên chỉ cần độ biết tiếng, được người ta thích, dù rằng ca sĩ, làm hề, đóng phim chiến đấu, nói show ... cũng có thể làm tổng thống cho dù chẳng 1 chút gì kinh nghiêm chính trị. Người ta bỏ lá phiếu trên tình cảm là Thích hoặc không thích, chứ không bầu người giỏi hoặc không giỏi. Vị tổng thống Ukraine đóng vai 1 tổng thống mấy năm nay, khi đụng chuyện thì hiện nguyên hình tay chân qúinh quán. 

4, Tôi nghĩ Nga sẽ không dùng đến nguyên tử . Chưa đến lúc sống còn thì không ai muốn phạm phải điều đó. Hơn nửa, biên giới Ukraine và Nga chỉ cách Moscow 500km. Giết người 100 thì mình cũng chết 70.

5, Nước Mỹ  hôm nay không có tiền cho 1 cuộc chiến tranh. Nhất là những nước vũ khí mạnh như Nga thì Mỹ không dám. Ngay cả những nước vũ khí yếu như Trung thì Mỹ cũng không dám luôn. Những nước to xác loại đó không phải có thể đánh trong 3 tháng hay 6 tháng thì chiến tranh chấm dứt được, mà là 1 vũng lầy ghê gớm sẽ khiến Mỹ mất cả mạng. Trung Quốc có thể có 1000 hay 2000 tỉ để nuôi 1 cuộc chiến, nhưng Mỹ chừng khoảng 500 tỉ chắc đã chết ngắt rồi. Còn dân chủ nữa, người dân đói sẽ biểu tình cướp giựt đập phá tiệm xá .... Coi chừng lại đốt nhà quốc hội  .....

6, Sáng nay nghe tin quân xâm lược Nga đã bị quân đội Ukraine đánh cho chùn bước. Nga dùng 200k quân cho trận này, 100k đánh, vòng ngoài còn 100k. Ukraine có 196k. 196k Đấu với 100k, người thủ thì có lợi hơn bên viễn chinh. Kho vũ khí thì bằng 1/3 của cả nước Nga. Trận này bị tấn công bất ngờ quá chưa kịp trở tay. Chỉ cần kéo qua 2, 3 ngày nữa thì chắc còn chơi được. Nga cũng bữa no bữa đói, chưa chắc có tiền chơi 1 cuộc chiến dài hạng với Ukraine. Lại thêm tứ phía phong toả hiện nay. Trận này Ukraine ráng gòng chắc qua nỗi. Nghe đài nói quân Nga chết 3500, bị bắt 200. Vị tướng chỉ huy tấn công phía bắc Ukraine đã bị bắn chết.

Cầu chúc cho những người tử vọng trong cuộc chiến được an nghĩ

Cho nên người dân, ví dụ tôi, đi làm và đóng thuế quá nhiều sẽ rất bực dọc nếu số tiền mình bỏ ra bị chính phủ phung phí vào những chuyện vô bổ, không có lợi cho quốc gia.

Đứng ở cương vị này tôi cũng có một thời gian rất dài sau khi đã định cư ở phương Tây mệt mỏi với chiến tranh tan tóc của Việt Nam (Lý đạo cô, Cai Lậy, You're welcome!), rồi cả thập niên 80 Iran đánh Iraq, Bắc Ái Nhĩ Lan đánh Ái Nhĩ Lan, rồi chiến tranh vịnh Ba Tư dân chúng chạy loạn sang đây, rồi chiến tranh Hồi giáo, Bush cha, Bush con xách quân sang Iraq tìm vũ khí nguyên tử ..etc. với ngần ấy tai nghe mắt thấy, tôi cũng bỗng trở thành pacifist. Cổ vũ hòa bình đến gần cực đoan, chỉ còn thiếu chuyện ra đường nằm dán mình xuống đường như các em activist chống chính phủ cực đoan.
Rồi tôi mừng rỡ khi bức tường ô nhục Bá Linh sụp đổ, bức màn sắt chiến tranh lạnh giữa 2 khối NATO và Warsaw được vén lên, mừng rỡ khi thấy Liên Xô tan rã, khối Đông Âu được có lại độc lập mà không tốn nhiều máu và nước mắt. Có một Gorbachev xuất hiện và gỡ rối, rồi một Yelzin yếu đuối trước một nước Nga kiệt quệ. Không còn sức quậy tung hoà bình ở Châu Âu.

Mừng rỡ khi thấy viễn cảnh hoà bình xảy ra ở thế kỷ mới rất nhiều hứa hẹn, tạo cho tôi một niềm tin vào ý thức hệ. Tôi thấy mình nên tin tưởng vào giá trị thế giới tự do. Và tập sống với sự tiêu cực các nhóm lợi ích. Mỗi một sự tiêu cực anh Rừng nêu lên, tôi nghĩ rằng những sự kiện đó cũng là tư duy phàm tục chung quy vì lý do lợi ích bản thân. Nhưng mình nên đừng vì vậy mà mất lạc quan với chân giá trị tự do.

Rồi bỗng nhiên có một Putin xuất hiện đạp Moldavia, Gerogia tàn độc, lấn áp Crimea không nể nang ai. Bất chấp thế giới. Thì cái sự dữ này cần phải bị trừng trị. Tui bước ra khỏi tấm áo Pacifist và khoác áo rằn ri lên tư tưởng. Tôi ủng hộ mọi phương pháp chống lại Putin. Tôi không chống đối người Nga, tôi chống đối chính phủ Nga hiện tại và nhóm tài phiệt gốc Nga kinh tài cho Putin (điều này thật rõ ràng khi ông chủ đội banh Chelsea bỗng nhiên hôm qua có mặt trên bàn đàm phán hai phía, hey! What the hell man? It's true. Nhóm tỉ phú này không phải chỉ là tay sai, là đồng lõa).

Trước tháng 11 năm 2021, tôi rất ghét 2 lão nâng bi cựu tổng thống Mỹ, một là thủ tướng Slovenia hai là anh cựu hề đương kim tổng thống Ukraine. Gió chiều nào, ngã sang chiều nấy, thấy Mr.Trump mạnh miệng, bèn lên tiếng nịnh bợ, một loạt tin tức, báo chí sự kiện vẫn còn đó, xoay sang chỉ trích, chế nhạo liên minh Châu Âu không tiếc lời. Nay lại quay sang cầu cứu cũng không tiếc lời. Tuy nhiên, vào thời điểm này, tôi thấy cá nhân mình nên bỏ qua thành kiến với y, vì y dám ở lại Ukraine mà chống Nga. David chống Goliath. Châu chấu đá xe. Tôi ủng hộ y. Không như ông tổng thống A Phú Hãn, đụng chuyện xách đít bỏ chạy. Thế giới rút ra khỏi A Phú Hãn là chuyện nên làm. Họ nhu nhược và hèn yếu. Không nên giúp. Ukraine tới giờ phút này vẫn còn tỏ ra mạnh mẽ, chúng ta nên hỗ trợ.

Ukraine chắc sẽ không giữ được lâu. Nhưng cũng nhờ con gấu khùng vĩ đại sút chuồng mà NATO và liên Âu cũng như thế giới trở thành đoàn kết ngoài hai tên bự là Ấn Độ và Trung cộng. Sorry Việt Nam chẳng ai để ý. Sau sự kiện Trump, và sự lên ngôi các kiểu dân tuý populism quái dị như Trump (Hoa Kỳ) , Erdogan (Thổ Nhĩ Kỳ), Duert (Phi Luật Tân) và một đám dân tuý Châu Âu (xem hình bên dưới) lại rất thích Putin. Đảng AfD ở Đức, cực hữu lại vô cùng tôn sùng Nga....etc khiến tôi mất một ít niềm tin vào thế giới tự do. Tuy nhiên kinh qua mấy mùa bầu cử, các nhóm người dân tuý này không đạt được sự ủng hộ của đa số dân chúng bản xứ. May mắn thay. Thế giới tự do như rạn nứt. Có lẽ đây cũng là khía cạnh không nhỏ khiến Putin chắp cánh. Y nghĩ rằng EU, NATO, G7, G20 đã suy yếu, không còn đoàn kết nữa. Thế giới tự do dân chủ chỉ là cái mỏ vẹt, bạ đâu nói đó thế thôi, không có thực tâm. Nên quyết tâm đè bẹp Ukraine.

Loại độc tài cộng sản, hay độc tài dân tuý tôi đều chống. Hiện tại niềm tin ở thế giới dân chủ tự do đã hồi sinh. Sự kiện này dường như Putin lập công đầu, nhờ y phá phách mà thế giới yêu chuộng tự do dân chủ trở nên gắn bó hơn so với thời gian chục năm nay. Shy

Nữ diễn viên người Hàn Quốc Lee Young Ae đã quyên góp 100 triệu won (khoảng 83.000 USD) để ủng hộ Ukraine.

Cùng với một tấm séc, Lee Young Ae cũng gửi kèm một bức thư:

Visa and Mastercard block Russian banks from their networks after sanctions.

Payment and credit card giants Visa and Mastercard have blocked financial institutions from their networks in response to sanctions targeting Russia after its invasion of Ukraine.

Last week, Russia launched an unprecedented invasion of Ukraine, forcing the U.S. and governments around the world to impose a series of sanctions aimed at cutting off Moscow from the global financial system.

Last week, the U.S. placed a number of Russian individuals and financial institutions on a sanctions list called the Specially Designated Nationals list. It effectively blocks U.S. companies and people from doing business with any individual or entity on that list. Washington also sanctioned Russia’s central bank on Monday.

On Monday, Mastercard said it had “blocked multiple financial institutions” from its payment network, without naming companies or individuals. “We will continue to work with regulators in the days ahead to abide fully by our compliance obligations as they evolve,” the company added.

Rival Visa has also blocked those on the sanctions list, saying Tuesday that it was “taking prompt action to ensure compliance with applicable sanctions, and are prepared to comply with additional sanctions that may be implemented.”

Visa and Mastercard also both pledged $2 million toward humanitarian relief funds for Ukraine.

It comes after the U.S., Canada and European allies agreed Saturday to remove key Russian banks from the interbank messaging system, SWIFT. It means Russian banks won’t be able to communicate securely with banks beyond its borders.

The wide-ranging sanctions have caused a plunge in the value of the Russian ruble. Citizens in Russia have also been waiting in long lines to withdraw cash from ATMs.

Meanwhile, Ukraine’s Vice Prime Minister Mykhailo Fedorov called on major cryptocurrency exchanges to block the addresses of Russian users.

Bitcoin and other digital currencies could become a way for Russians to potentially circumvent sanctions and get their money out of the country, as cryptocurrencies are not owned or controlled by a single entity like a central bank.

Binance, the world’s largest exchange, has said it will block the accounts of Russian individuals who have been sanctioned, but stressed that it will not “unilaterally” freeze the accounts of all Russian users.

Here’s how you can help Ukraine from the Netherlands

The conflict leaves many Ukrainians without a home, job, stable food supplies, and medical aid.
Even though the Netherlands might be pressed into the most Western corner of Europe, there are still ways to assist the Ukrainian people. Here’s how you can help.

Donate

There is an ensuing humanitarian crisis resulting from the conflict. While it’s not possible for most of us to travel to Ukraine and offer humanitarian assistance, you can donate to organisations that do.

Here is a list of ongoing campaigns that can use your donations to fund medical aid, emergency shelter, and food supplies for people directly affected by the war.

  • The Red Cross (Het Rode Kruis) has opened a bank account Giro 5125 to collect donations for direct humanitarian assistance. The focus lies on emergency medical assistance, the support of hospitals, and the provision of first aid. Thus far, about half a million euros have been collected.
  • Stichting Vluchteling 999 is a Dutch refugee aid organisation that has opened an account Giro 999 to collect donations for helping displaced persons and refugees.
  • The UNHCR (UN Refugee Agency) has also opened channels to help refugees of the Russia-Ukraine conflict.
  • The organisation Oekraïners in Nederland (Ukrainians in the Netherlands) has opened a fundraiser with a focus on providing medical assistance and supporting Ukrainian soldiers and displaced families.

Donating just the smallest amount can help. There are also options to contribute on a monthly or yearly basis for long-term assistance.

In just one day, the Red Cross and Stichting Vluchteling 999 have already collected over 1.5 million euros, reports the NOS.


Help Ukrainian truck drivers in the Netherlands

Aside from offering donations to improve the situation in Ukraine, there are ways to help out Ukrainians in the Netherlands. Many have been unable to withdraw money from their bank accounts, leaving them without financial means abroad.

A special case is Ukrainian truck drivers who are unable to return back home due to the conflict and are now stranded here in the Netherlands. There are about 10,000 Ukrainian truck drivers active in the country right now, estimates the AD.

This fundraiser by the Dutch organisation Chauffeursnieuws & Transporteffect has set out to collect money in order to provide them with shelter, food, and sustenance.

Protest

Last Sunday, over 15,000 protesters have come together in Dam Square, Amsterdam to show their solidarity for Ukraine. Protests are a way to raise awareness, express your intentions to the government, and mobilise the people around you.
