EU approves 450 million Euros in 'lethal assistance' to Ukrainian military

The European Union will finance a large package of "lethal assistance" to held aid Ukraine in its effort to repel Russian forces, Josep Borrell, the EU's foreign policy chief, said Sunday.

Borrell detailed the package to reporters following a virtual media event with other member states' foreign ministers. This is the first time the EU has helped finance the purchase and delivery of weapons for a country under attack.

"We have decided to use our capacities to provide arms — lethal arms, lethal assistance — to the Ukrainian army by a value of 450 million support package and 50 more millions for the non-lethal supplies, fuel protective equipment," Borell said. "All these will be covered by our European Peace Facility and intergovernmental fund."
The total package would be more than 556 million Euros.
Poland has agreed to serve as a logistical hub and defense ministers will meet Monday to discuss how to spend the support package as well as how to safely transport materials to the Ukrainian front lines, Borrell said.

KYIV SAU 72 GIỜ

Nửa đêm đến rạng sáng Chủ Nhật chống mắt theo dõi ba đài truyền hình BBC, CNN và Fox News. Xong nhảy qua laptop kiểm tra Reuters, Al Jazeera, New York Post v.v.. bỗng thấy hình ảnh bầu trời đêm của vùng ngoại ô Kyiv đỏ rực từng chập.

Mới đầu tưởng máy bay Nga thả bom... nguyên tử loại nhỏ, hay các thùng thuốc nổ xuống các chốt phòng thủ của binh sỹ Ukraine để mở một hành lang cho quân Nga tiến vào thủ đô, như họ hay làm bên Syria để tiêu diệt các ổ kháng cự. Mãi vài tiếng sau Fox News mới loan tin kho dầu dân sự ở hướng Nam thủ đô đã bị hỏa tiễn Nga bắn trúng và bốc cháy.

Như vậy, kho dầu bốc cháy thì sẽ không có thiệt hại nhân mạng nhiều. Vòng đai phòng thủ chắc hổng bị bể. Ngồi đợi cho đến khi bình minh ló dạng để coi còn cuộc tấn công nào nữa không. Nếu không, thì coi như Kyiv đã đứng vững sau 72 tiếng đồng hồ giao tranh.

Cuối cùng mấy anh phóng viên đội nón sắt mặc áo giáp tường trình trên màn ảnh truyền hình là thủ đô Kyiv đã không rơi vào tay quân Nga sau 3 ngày ác chiến. Phía sau lưng của anh phóng viên, bầu trời Ukraine ửng hồng ánh bình minh và tĩnh lặng. Khoảng một tiếng sau cựu Trung Tướng Keith Kellogg, Cố Vấn An Ninh cho cựu Phó TT Mike Pence trả lời cuộc phỏng vấn trên truyền hình Mỹ: “Vladimir Putin đã thua trận”.

Các báo loan tin Soái Ca Vladimir Putin “tức giận đến bốc khói” vì cuộc tiến công đã bị “stall” đình trệ. Các tin tức bất lợi về “công cuộc giải phóng” Ukraine tràn ngập trên báo đài quốc tế. Nhiều xe tăng, xe bọc thép chiến đấu và các loại quân xa bị hết xăng bỏ lại dọc ven đường.

Trong thước phim Tweet ngắn trung thực đính kèm quay cảnh một người đàn ông Ukraine lái xe đi trên một con đường ở thôn quê. Ông ta gặp mấy con cua sắt Nga cũ xì đậu dọc bên đường. Ông tấp lại và bắt chuyện với mấy chú “giải phóng quân”. Nghe rất zui tai và thấy biệt hiệu “Nga ngố” cũng hơi hơi hỏng sai lắm. Tạm dịch như sau:

- “Mấy anh bị hư xe à?” Ông Ukraine hỏi.
- “Xe tụi tui hết xăng”.
- “Mấy anh có muốn tui giúp kéo về lại bên Nga hông?”, ông Ukraine giễu.
- “Ha ha ha”, mấy anh lính “giải phóng” cười. Ông Ukraine hỏi: “Mấy anh biết đường đi đâu hông?”.
- “Không”, nhưng rồi thành thật trả lời: “Đi Kyiv. Mịa kiếp, báo chí nó nói những zì zậy?”. Nghe như mù tịt tin tức bên ngoài.
- “Nè, tất cả mọi thứ ở về phía chúng tôi. Các anh đầu hàng đi”... (đoạn này hơi khó dịch vì hỏng rành tiếng Nga).

Hiện nay các đơn vị xung kích Nhảy Dù Nga đi vòng vòng tìm kiếm để chiếm các phi trường và kho xăng để được tiếp tế và tiếp viện, nhưng đi tới đâu cũng bị bọn “phản động ngoan cố” nổ súng kháng cự. Thiếu Tướng Borys Kremenetsky của Quân Lực Ukraine cho biết họ bắt được khoảng 200 tù binh Nga hôm qua. Một số binh sỹ Nga 19 tuổi chỉ được trang bị thô sơ và hỏng hề được huấn luyện. Tù binh Nga được cho ăn uống và được phép gọi điện thoại về nhà.

Hình như trong giai đoạn bị chấn động ban đầu vì Soái Ca Vladimir Putin lên gân hù dọa. Âu Châu tê liệt chết điếng sợ hãi. TT Joe Biden cũng ngập ngừng lắp bắp hỏng dám cấm vận ngay vì sợ ngài Soái Ca bực mình.

Nhưng sau 3 ngày ác chiến giữa một binh lực được coi là siêu cường nguyên tử đứng nhứt nhì trên thế giới, quánh một quân đội nhỏ bé hiền lành và chưa có kinh nghiệm chiến trận. Nhưng có ai ngờ, Quân đội của Liên Bang Nga bị em út Ukraine quánh nhừ tử, lòi trần xì ra là lạng quạng và thiếu chuyên nghiệp. Con gấu Nga nhe nanh ghê gớm bi giờ sao giống chú gấu nhồi bông thiệt dễ thương.

Cộng Hòa Liên Bang Đức lúc đầu lạnh cẳng co rúm lại. Ngụy biện là Hiến Pháp cấm hỏng cho viện trợ võ khí sát thương cho quốc gia nào đang có xung đột. Sau bị Âu Châu chửi quá nên nâng cấp viện trợ lên 5000 cái nón chống đạn cho binh sỹ Ukraine, khiến Thủ Tướng Ba Lan Mateusz Morawiecki phì cười vì thấy khôi hài.

Đùng một cái hôm qua Thủ Tướng Đức Olaf Scholz thay đổi ý kiến 180 độ tuyên bố sẽ viện trợ cho Ukraine 1000 hỏa tiển chống chiến xa chưa biết loại gì, và 500 hỏa tiễn phòng không FIM-92 Stinger. Chắc hết sợ rồi. Ngoài ra Netherland (Hòa Lan) cũng tặng Ukraine 200 hỏa tiễn Stinger. Mỗi FIM-92 Stinger trị giá khoảng 100K. Cám ơn Cộng Hòa Liên Bang Đức và Netherland quý mên.

Theo nguồn tin của Interfax-Ukraine và Bộ Quốc Phòng Ukraine, hôm thứ Bảy binh sỹ Ukraine đã giao tranh với một đơn vị Lực Lượng Đặc Biệt Chechnya ở Gostomel. Đơn vị này là Lữ Đoàn Cơ Giới 141 Vệ Binh Quốc Gia Chechnya gồm có những người máy giết người hỏng gớm tay, gốc thiểu số Hồi Giáo. Họ được Soái Ca Vladimir Putin trân trọng gởi đến thủ đô Kyiv để ám sát các thành phần lãnh đạo của chính phủ Ukraine.

Không may cho những tên giết người chuyên nghiệp. Sinh nghề tử nghiệp. Đoàn công voa của Lữ Đoàn Cơ Giới 141 lọt vào ổ phục kích của binh sỹ Ukraine. Nhiều chiến xa bị bắn cháy. Chỉ Huy Trưởng của Lữ Đoàn 141 là Tướng Magomed Tushaev tử trận. Ông ấy mới chỉ đặt gót ngọc tới Ukraine có một ngày mà đã vội vàng vĩnh biệt cõi đời ô trọc để về miền cực lạc có những nàng trinh nữ kiều diễm đợi chờ, theo kinh Hồi Giáo.

Một tin đính chánh khác là tờ New York Post đã cập nhật lại bản tin 13 binh sỹ biên phòng Ukraine ở hòn đảo “Con Rắn” có thể đã không chết. Sau khi một binh sỹ chửi thề trong máy vô tuyến và hai chiến hạm Nga nã hải pháo và có máy bay oanh kích. Theo các nguồn tin khác thì họ đã đầu hàng và bị bắt giải về bán đảo Crimea. Bộ chỉ huy mất liên lạc nên nghĩ rằng họ đã hy sinh. Chính quyền Ukraine cho biết vẫn muốn trao tặng họ huy chương đã đề nghị trước đây nếu họ còn sống trở về.

Phóng ảnh lớn binh sỹ Nga rất ngầu. Nhưng nhìn kỹ thì súng cá nhân hỏng khác xa loại AK-74 có từ thập niên 70 bao nhiêu. Một điểm quan trọng khác nữa là họ vẫn phải nhìn qua bộ phận nhắm bằng sắt chớ hỏng có máy nhắm và không thấy ai gắn máy chiếu tia sáng laser IR để bắn chính xác ban đêm.

Bên cạnh đó nhóm hacker Anonymous chính thức tuyên chiến với Putin. Không còn là những cuộc chơi bời bốc đồng nữa, nhưng là một trận thư hùng đúng nghĩa. Dr Vivian Balakrishnan said Singapore intends to impose export controls on items that can be used directly as weapons in Ukraine to inflict harm or subjugate the Ukrainians, and it will also block certain Russian banks and financial transactions connected to Russia.

SINGAPORE is imposing sanctions on Russia, joining a growing number of countries seeking to slap economic costs on the nuclear superpower for invading Ukraine.

"In particular, we will impose export controls on items that can be used directly as weapons in Ukraine to inflict harm or to subjugate the Ukrainians. We will also block certain Russian banks and financial transactions connected to Russia," Minister for Foreign Affairs Vivian Balakrishnan said in Parliament on Monday (Feb 28).
The specific measures are being worked out and will be announced shortly, he added.

In a ministerial statement on the situation in Ukraine and its implications, Dr Balakrishnan said the Republic has rarely acted to impose sanctions on other countries in the absence of binding United Nations (UN) Security Council decisions or directions.
Russia had vetoed a draft resolution by the UN Security Council that would have deplored Moscow's invasion 2 days after Russian President Vladimir Putin ordered a "special military operation" on Ukraine on Feb 24.
"However, given the unprecedented gravity of the Russian attack on Ukraine and the unsurprising veto by Russia of a draft Security Council Resolution, Singapore intends to act in concert with many other like-minded countries to impose appropriate sanctions and restrictions against Russia," Dr Balakrishnan told the House.

He added that the measures are expected to come at some cost and implications on Singapore's businesses, citizens and the country as a whole.

"However, unless we as a country stand up for principles that are the very foundation for the independence and sovereignty of smaller nations, our own right to exist and prosper as a nation may similarly be called into question."

Dr Balakrishnan said Russia's invasion of Ukraine is a clear and gross violation of international norms and a "completely unacceptable precedent".

Noting that the unfolding events point to an "existential issue" for Singapore, Dr Balakrishnan said it goes to the heart of the fundamental norms of international law and the UN Charter that prohibit the use of force and acts of aggression against another sovereign state.

"A world order based on 'might is right', or where 'the strong do what they can and the weak suffer what they must' - such a world order would be profoundly inimical to the security and survival of small states," he said.

"We cannot accept one country attacking another without justification, arguing that its independence was the result of 'historical errors and crazy decisions'," Dr Balakrishnan said.

He added that the sovereignty, political independence and territorial integrity of all countries big and small must be respected, and Singapore must take any violation of these core principles, whenever and wherever they occur, seriously.

Urging Russia to cease its actions, Dr Balakrishnan also said the Singapore Red Cross (SRC) has pledged a contribution of US$100,000 in cooperation with the Ukrainian Red Cross Society and the International Federation of Red Cross and Red Crescent societies. The Singapore government will also contribute US$100,000 through SRC.

This will provide essential relief supplies such as hygiene kits, family kits and household kits for the vulnerable who have been displaced by the conflict, he added.

Dr Balakrishnan said the Ukrainian crisis offers several important lessons.

"While international law and diplomatic principles are essential, they are not sufficient," he said, noting that the Budapest Memorandum was supposed to guarantee Ukraine's security by Russia, the United States and the United Kingdom.

Such agreements are only meaningful if the parties respect them and if they can be enforced, and the invasion of Ukraine demonstrates how quickly a vulnerable country can be overrun, he said.

Pointing out that this is an acute reality for all small countries including Singapore, he said Singapore must never lose the ability to defend itself, which is why it has invested consistently to build up a credible and strong Singapore Armed Forces (SAF).

Small countries must also avoid becoming sacrificial pawns to be used by one side against the other as it is easy for them to be caught up in the geopolitical games of big powers, the minister said.

"When situations arise, our assessments and our actions are based on clearly enunciated and consistently held principles that are in our own long-term national interests. Instead of choosing sides, we uphold principles," he said.

This is not a new posture but one adopted since the Republic's independence, he said in response to a question from Aljunied GRC MP Gerald Giam from the Workers' Party.

"Even in my tenure over the past 6-7 years, I've had to say 'no' on occasion to every single superpower, but it has not stopped us from being able to sit at the table," he said.

Still, he pointed out that there will be occasions when Singapore will have to take a stand, even if it is contrary to one or more powers, on the basis of principles, as it is doing now, he added.

"We continue to value our good relations with Russia and the Russian people. However, we cannot accept such violations of sovereignty and territorial integrity of another sovereign state," he said.

He added that Singapore will continue to work with Asean and international partners to take a strong stance against the invasion of Ukraine and to end further violence and bloodshed and to de-escalate tensions.

Responding to Aljunied GRC MP Leon Perera's question on whether Singapore will explore the initiation of a common position with the other Asean member states, Dr Balakrishnan said yes, but added: "I will be frank and tell you that the 10 of us will have a variety of views, but I'm glad that we were able to issue a consensus statement that reaffirm mutual respect for sovereignty and territorial integrity."

Asked if there are concerns that the situation in Ukraine may trigger similar territorial incursions elsewhere, Dr Balakrishnan said he will not speculate where other clashes would erupt.

He turned to the fundamental point of deterrence, and for this to work, one must have the capability of self defence as well as an "iron determination to fight and die" to defend the country.

"In the larger point I'm making is that yes, we are standing on principle, and yes, we may even have to pay a price. But this is a price worth paying for the future," he said.

Mountbatten MP Lim Biow Chuan asked if Singapore's relationship with China would be affected, considering China had abstained from voting on the UN Security Council draft resolution.

Stating that he did not wish to speculate on China's position and actions, Dr Balakrishnan said: "I believe China does hold firmly to the principle of independence, sovereignty and territorial integrity. Beyond that, I do not wish to speculate."

On a question from Jalan Besar GRC Denise Phua on whether the government will review ongoing projects with the Russian government or government-linked organisations based in Singapore, Dr Balakrishnan said Singapore has "no quarrel" with Russian people.

"I think you are indirectly alluding to the project that we have on the Russian Orthodox Church building, and I would imagine this is a project, which in my own view, should continue because this goes beyond the politics and the conflict, which is going on right now," he said.

Dr Balakrishnan also gave an update on Singaporeans who were in Ukraine - 7 left the country shortly before the conflict erupted, while 3 left after the Russian invasion started and made their way to Poland.

One of the Singaporeans who crossed into Poland did so with a convoy together with Malaysian citizens, he said, adding that he has thanked his Malaysian counterpart.
Meanwhile, the Ministry of Foreign Affairs is in touch with 8 Singaporeans currently in Ukraine, and there is at least 1 other person the ministry is trying to contact.

FIFA/UEFA suspend Russian clubs and national teams from all competitions

Following the initial decisions adopted by the FIFA Council and the UEFA Executive Committee, which decisions envisaged the adoption of additional measures, FIFA and UEFA have today decided together that all Russian teams, whether national representative teams or club teams, shall be suspended from participation in both FIFA and UEFA competitions until further notice.

These decisions were adopted today by the Bureau of the FIFA Council and the Executive Committee of UEFA, respectively the highest decision-making bodies of both institutions on such urgent matters.

Football is fully united here and in full solidarity with all the people affected in Ukraine. Both Presidents hope that the situation in Ukraine will improve significantly and rapidly so that football can again be a vector for unity and peace amongst people.
