Joe Biden's administration can formally begin its transition to power after a previously little-known federal agency on Monday ascertained Biden as the apparent winner of the election more than two weeks after the Democrat became president-elect.

The awaited decision from the General Services Administration provides the incoming Biden team with federal resources and access to agencies.
The news came as President Trump, who has still hasn't conceded the White House race, tweeted he was "recommending" the GSA and others in his administration begin "initial protocols" to kick-start the formal transfer of presidential power.

While Trump said he had recommended the moves, Emily Murphy, the Trump appointee who heads the GSA, wrote in her "letter of ascertainment" to Biden that she had reached the decision independently.

"Please know that I came to my decision independently, based on the law and available facts," Murphy wrote in the letter, dated Monday. "I was never directly or indirectly pressured by any Executive Branch official — including those who work at the White House or GSA — with regard to the substance or timing of my decision. To be clear, I did not receive any direction to delay my determination."


Murphy had faced criticism from Democrats, national security experts and health officials, who argued that delaying the formal transition was hampering the incoming Biden administration from getting up to speed on the response to the coronavirus pandemic and jeopardizing national security. A handful of GOP lawmakers also called for Murphy to allow the transition to get underway.

"Contrary to media reports and insinuations, my decision was not made out of fear or favoritism," she wrote. "Instead, I strongly believe that the statute requires that the GSA Administrator ascertain, not impose, the apparent president-elect. Unfortunately, the statute provides no procedures or standards for this process, so I looked to precedent from prior elections involving legal challenges and incomplete counts."


Murphy wrote she had reached her decision "because of recent developments involving legal challenges and certifications of election results."

The president has not conceded the election despite numerous legal setbacks and the certification of votes in some key states, including Michigan on Monday.

Trump also wrote in his tweets that his "case STRONGLY continues."

Trump thanked Murphy for her "dedication and loyalty" and also bemoaned the criticism she received.
The decision means Biden's team should now have access to government office space, will be able to meet with Trump administration officials to discuss policy issues, and will receive some $7.3 million to pay staffers and other expenses.

Biden Makes Historic Picks In Naming Foreign Policy, National Security Teams

"Today's decision is a needed step to begin tackling the challenges facing our nation, including getting the pandemic under control and our economy back on track," Biden-Harris transition Executive Director Yohannes Abraham said in a statement. "This final decision is a definitive administrative action to formally begin the transition process with federal agencies. In the days ahead, transition officials will begin meeting with federal officials to discuss the pandemic response, have a full accounting of our national security interests, and gain complete understanding of the Trump administration's efforts to hollow out government agencies."
Under the 1963 Presidential Transition Act, it was up to Murphy as head of the GSA, the federal agency that acts as a leasing agent for the government, to make the ascertainment, though the law is vague about the criteria that should be used.
The GSA had cited the precedent set by the 2000 election in which Republican George W. Bush wasn't declared the winner over Democrat Al Gore until the Supreme Court ruled in Bush's favor in a dispute over recounting Florida's ballots. The margin then was just 537 votes, a far narrower outcome than Biden's win over Trump.
That shortened transition period was cited by the 9/11 Commission as a factor in al-Qaida's attacks on Sept. 11, 2001, because of the time it took Bush to get his national security team in place.
The GSA decision was Monday's second major blow to Trump's effort to overturn the election result. Earlier in the day, the Michigan Board of State Canvassers voted to certify Biden's win there. The typically ministerial duty had become a national focal point as the president and his allies launched a failed effort either to delay certification or install Trump loyalists in the place of electors who would vote for Biden.
The decision to certify the outcome was 3-0, with one abstention.

Vấn đề ly hôn cũng không dễ gì tìm ra căn cứ rõ ràng trong Kinh Phật. Bất quá, Phật giáo chủ trương sự tốt đẹp của hôn nhân và trách nhiệm của hôn nhân. Sau khi kết hôn, vợ chồng phải thương yêu nhau, tôn trọng nhau, mỗi người phải giữ bổn phận của mình, làm tròn trách nhiệm của mình. Phật giáo nghiêm cấm tà dâm. Gia đình tan vỡ, phần lớn là do cả vợ lẫn chồng đều có tư thông với một đối tượng khác. Nếu cả hai biết giữ gìn nghiêm túc, không tà dâm thì gia đình khó bị tan vỡ. Đối với những cuộc hôn nhân bị tan vỡ, Phật giáo chủ trương khuyến khích tái hội. Vì vậy mà tuy Luật cấm Tỳ kheo không được làm môi giới hôn nhân, nhưng lại cho phép Tỳ kheo giải hóa những cặp vợ chồng ly hôn" [Tứ phần luật, quyển III]. Bởi vì, sự ly hôn đối với nam cũng như nữ đều có ảnh hưởng tâm lý không tốt; nhất là đối với việc giáo dục con cái, cha mẹ phải có trách nhiệm về mặt đạo đức; Đứng riêng về quan điểm ấy mà xét, có thể nói Phật giáo phản đối ly hôn.

Thế nhưng, Kinh Phật không có nói ly hôn là phạm tội. Và nếu, có chuyện tình cảm xung khắc không thể điều hòa, hoặc có lý do nghiêm trọng như bị ngược đãi, muốn nhẫn nhục chịu đựng cũng không thể được thì vẫn phải ly hôn, nhưng nếu chỉ vì lý do thỏa mãn tình cảm mà ly hôn thì đó là điều không đạo đức, Phật giáo không thể chấp nhận, cho nên cũng là tội ác, vì cha mẹ ly dị, người đau khổ thiệt thòi nhất là con cái.

Theo tục xưa Trung Quốc, người đàn ông góa vợ có thể lấy vợ khác, gọi là tục huyền, đó là hành vi hợp với đạo đức. Còn người đàn bà góa chồng thì phải thủ tiết cả đời mới được ngợi khen. Quan niệm "thủ tiết" đó thực ra xuất phát từ tập quán "trọng nam khinh nữ". 

Ở Ấn Độ thì không như vậy ? Theo Ấn Độ thì người chồng đi vắng 6 năm liền không có tin tức, người vợ ở nhà có quyền đi lấy chồng khác. Theo Kinh Phật khi người đàn ông muốn xuất gia, trước hết phải để vợ, cho vợ được tư do. Người đàn bà "mất" chồng phải được quyền tái giá. Đó là điều Phật giáo cho phép và hợp với đạo đức.

Nghe Lan cho biết sức khỏe đỡ hơn trước, LTP rất mừng.

Some of the rioters who are speaking out believed they were taking direct orders from the President of the United States and they were fighting for their country. Trump told them he was going to march up to the Capitol with them. 
How much clearer could he get?

Here is the guy who attended the insurrection with his name badge on along with the now famous "Shaman".

Obviously they weren't the least bit nervous about being identified. After all, they were acting on behalf of the President of the United States!
Now many of these folks clearly are not well and probably should be under some kind of professional supervision.


Then you had these upstanding "patriots" beating a police officer.

The insurrection resulted in the death of one police officer and several other people. Many were seriously injured but it could have been a lot worse. It took Trump an entire day to denounce the violence that he invoked without taking any personal responsibility.

If you think these are just a bunch of fringe morons, think again. They have elected Representatives in Congress who may have helped get this insanity started.


Everyone involved in this stupid and violent insurrection must be punished to the fullest extent of the law, starting from the top. The former president will be impeached which doesn't carry a criminal penalty. The Federal courts need to charge Trump criminally after the Impeachment trial. Trump cannot be allowed to call his supporters down to Washington, stir them up with hate and then walk away from the consequences.

If this is really a nation of laws, now is the time to show it.

“They really did believe this, and a lot of people were looking forward to it. And then, you know, it didn't come,” he says. “It sounds disgusting that they would think like a mass execution would be a big present to them, but that's what they really believed.”

Collins says he was watching QAnon forums on the group’s preferred social media app Telegram, and when none of that happened, many said they were duped.

“They felt betrayed in real time,” he says. “They had talked themselves into this shared delusion together. So when it became noon, Joe Biden was the president, it was very hard for them to square this.”

Others “tried to look for answers in ridiculous places,” Collins says, with some suggesting that since Biden was sworn in a few minutes before noon, he must not really be the president. Those groups of deniers are getting smaller and smaller — but more radicalized, he says.

“There are like two kinds of deniers at this point. There are deniers who are going that mystic route who just firmly will never believe that Joe Biden is the president,” he says. “And then there is the scarier part. There are people who are disillusioned by this but don't want to give it up.”

Even though their predictions didn’t come true, QAnon supporters aren’t suddenly going to look for factual information, Collins says. This opens the door for white supremacist and neo-Nazi groups to recruit QAnon supporters.

“In fact,” Collins says, “there have been specific guides on the internet that said, ‘Look, this is a good recruitment time for us. These QAnon supporters are disillusioned just like we were disillusioned. They like Donald Trump, just like we kind of like Donald Trump. We use him as a means to an end. We can go and bring those people in right now. We can recruit them. That's where it gets dangerous.’ ”

After the inauguration, one of the largest QAnon groups on Telegram closed comments to let everyone, as they said, take a breather. Despite their disappointment, Collins says he doesn’t expect QAnon to fade away — it might just not be called QAnon anymore.

“Maybe they'll stop believing that there is a government insider named Q who has access to information. Clearly, this guy has failed them over and over again,” he says. “I'm sure some people will move past that, but there's too much money to be made in this grift and frankly, there's too much identity wrapped up in it.”

Collins suspects QAnon’s influence will continue because it has become somewhat mainstream in the Republican Party. The group gained so much power because the Trump administration benefited from it, he says.

“That's why Donald Trump would not denounce it,” he says. “It was a really powerful tool for hatred of his enemies. That is not the case anymore.”

QAnon also grew so quickly because social media companies didn’t take it seriously, Collins says, even though people in the group had been warning in the weeks leading up to Jan. 6 that they were going to storm the Capitol.

“Now they realize this isn't all talk,” he says. “You know, even if 98% of the time they don't, 2% of the time they do. And it's deadly and it's very serious.”
