Vụ Án Mẹ Giết Con Ở Pennsylvania (phần 1)

Trước thềm ngày lễ Mother's Day đang rộn ràng ở Hoa Kỳ thì vụ án mẹ giết con quá khủng khiếp xảy ra tại Bucks County, vùng phụ cận của thành phố Philadelphia. 

Trịnh Tuyết Trinh, người có gốc từ Việt Nam, được xem là thủ phạm bắn vào đầu hai đứa con trai của mình là Nelson Tini, 10 tuổi và Jeffey Tini 13 tuổi. Nelson Tini là con chung với anh chồng, Ed Tini vừa ly hôn năm ngoái, trong lúc Jeffrey Tini là con riêng với một người đàn ông trước đó. Ed Tini đã nhận Jeffery làm con, đổi sang họ mới, sau khi hai người kết hôn vào năm 2012. 

Trịnh Tuyết Trinh đã đệ đơn ly hôn với Ed Tini năm 2015 và hôn nhân kết thúc vào tháng 9 năm 2021. Trong thời gian đệ đơn ly hôn, hai người vẫn ở chung nhà chăm sóc con cái, thậm chí vẫn đi du lịch cùng nhau. Trớ trêu thay, sau ly hôn, Trịnh Tuyết Trinh vẫn quyết ở lại trên tòa nhà to rộng do chị của Ed Tini có tên là Corinna Tini-Melchiondo làm chủ hộ. Có khả năng nhập nhằng về quyền sở hữu hay không cam lòng gì ở phía sau mà hai người đàn bà này trở nên thù ghét nhau. Trịnh Tuyết Trinh bị tố cáo đã dùng cử chỉ lời nói nặng nề và đã ném phân chó trước cửa nhà Tini-Melchiondo. 

Nhà Tini cũng thuộc giới hào môn gốc Ý Đại Lợi ở Bucks County, một trong những quận có sức ảnh hưởng lớn trên toàn Hoa Kỳ. Nhà cửa điền trạch của họ vừa to vừa rộng mênh mông. Bản thân anh chồng của Trịnh Tuyết Trinh cũng làm chủ một cửa tiệm chuyên về phục chế các loại xe đua, rất hào nhoáng! 

Con trai của người chị tên là Gianni Melchiondo, 22 tuổi ở sát cửa nhà của Trịnh Tuyết Trinh hiện đang làm việc cho Ed Tini, tức là cháu đi làm cho cậu. Có khả năng người cậu này không hề ít tiền. Người cháu này suýt nữa bị bắn chết và sẽ trở thành nhân chứng bất lợi cho Trịnh Tuyết Trinh trước tòa.

Ly hôn nhưng không đoạn giao, Trịnh Tuyết Trinh lại thỏa thuận thuê lại nhà cũ với giá $2,400 mỗi tháng. Nhưng rồi Trịnh thị không trả để số nợ lên tới cả vạn Mỹ kim. Bà chị chồng cũ đã dùng luật để đuổi người thuê ra khỏi nhà. Lúc này, Trịnh Tuyết Trinh chắc đã biết không đấu lại dân gốc Ý Đại Lợi (chuyên trị về nghề đòi nợ ở Philadelphia) nên tuyệt vọng chồng chất tuyệt vọng, tiếc cho một quyết định ly hôn vội vàng. Mà dại quá! Dọn xuống Philadelphia ở thì mọi chuyện đã khác rồi.

Chuyện đã đến nước này rồi… Trịnh Tuyết Trinh chỉ muốn bắn con xong rồi tự sát để kết thúc cơn uất hận. Tuy nhiên, sau khi bắn xong con, cô Trịnh cũng có ý định kéo thêm vài mạng bên nhà kia, bắt họ phải tuẫn táng cùng mình (đi về bên kia thế giới) cho hả dạ. Quá cực đoan!

Cô giả vờ lừa cậu trẻ nhờ trao một ít tín vật cho chồng cũ - nhưng có khả năng thần số của cô không đủ áp đảo. Súng đã bị kẹt đạn ngay lúc nhắm bắn nên đã bị đứa cháu, vốn là dân chơi xe đua giải giáp một cách rất ôn hòa, chỉ bằng một cái ôm. Lúc này cô Trịnh muốn đòi lại khẩu súng để đi bước kế tiếp nhưng không thể được. Cô cũng chỉ kịp chạy lẹ bằng cách lái xe tới một thánh đường ngồi chờ thuốc ngấm. Nhà chồng cũ và cảnh sát vào hiện trường thì thấy hai đứa trẻ ở trong tình trạng sống không bằng chết. Cũng ở góc sân nhà Chúa, trong trạng thái thất thần nhất thì Trịnh thị bị cảnh sát áp giải một cách dễ dàng "thân bất do kỷ".

Có khả năng lúc tỉnh lại đương sự mới biết rằng địa ngục chính là trần gian mà cô muốn kết thúc. Không kịp nữa rồi. Quá sức khủng khiếp.

Tội ác này là quá tày trời. Hai đứa trẻ khỏe mạnh đẹp đẽ như thiên thần thế mà bị một người mẹ nhẫn tâm đoạn hồn vì mâu thuẫn của người lớn. Nhiều người, nghĩ hoàn cảnh cô Trịnh thật éo le mới tới bước đường cùng. Tuy nhiên, trong trường hợp của cô cũng sẽ có rất nhiều lối thoát. Theo dõi các chuỗi sự kiện trên facebook mới biết cô không hề đi vào tuyệt lộ. Hình ảnh cho thấy, người chồng sẵn sàng thương yêu ngay cả con riêng với người trước. Đối với người lỡ một lần đò mà sau lại được bước lên thuyền lớn thì chỉ cần toàn tâm toàn ý là sống đẹp thôi. Có gì mà phải tự làm khó khăn cho cuộc đời. Cô chọn con đường cụt với khẩu hiệu "Personal Freedom!!!" để giải quyết mọi chuyện một cách cực đoan, dẫn đến việc giết người vô tội.

Sau vụ này, Trịnh thị chắc chắn sẽ bị quy vào tội sát nhân, ở tù chắc hết đời.

Tuy là chuyện thất nhân ác đức nhưng nhiều người cũng cảm thấy quá tội nghiệp về mặt phận số. Từ đây tới lúc tạ từ thế gian không biết làm sao người mẹ họ Trịnh này sống nổi. Muốn tự tử theo con cũng không còn cách vì nhà tù thường canh chừng những ca này rất cẩn thận, camera chiếu vào 24/24.

Học khu của hai cậu bé nhà Tini đã tổ chức một đêm thắp nến cầu hồn, thương tiếc cho hai số phận bị kết thúc quá tức tưởi. Nguyện cầu Thiên Chúa xót thương cứu rỗi cho tất cả các bên mất mát và liên quan. 

Cả cuộc đời các cậu bé được ghi lại đầy đủ trên facebook - ngay cả lúc Jeffery được bố dượng dạy cho những kỹ năng về xe đua từ lúc chưa tới ba tuổi. Tưởng số kiếp gặp được bố dượng tốt nhưng ai ngờ lại bị chính ngay mẹ ruột giết. 

Do bản chất của vụ án quá khủng khiếp nên truyền thông cũng không thể có bình luận nào cho nên hồn. Người ta chỉ còn biết cách thương xót cho hai cậu bé vô tội, đầu thai lầm nơi chốn ở trần gian. 

Thật quá xót xa!.

Mình theo dõi vụ này vì ở trong vùng. Vụ này là cô Snow Virgin có khả năng là một psychopath kinh điển hơn là một nạn nhân của chứng trầm cảm như nhiều người tự suy diễn. Có một youtuber trong vùng còn tự lồng cảm xúc khổ sở của những mẹ đơn thân vào làm câu chuyện phạm ác này trở nên rất sến mùi cải lương. Mùi mẫn không chịu được. Thương lắm!

Khi không đạt được mục đích kiểm soát cô Snow Virgin đã bùng lên ngọn lửa hủy diệt để thiêu rụi tất cả. Psychopath được xem là tính cách tội phạm hơn là bệnh lý cần chữa trị. Chỉ là khi họ bùng cháy thì đã bước sang ngưỡng sát nhân rồi, không ngăn kịp. 

Sau khi li hôn, cô được chia $220,000 và được bồi dưỡng tiền nuôi con mỗi tháng $3,500 rồi sau hai năm sẽ còn $1,500 cho tới khi con được 18 tuổi. Ông chồng Mỹ này hơi có điều kiện nên cô vừa được phân đôi trách nhiệm mà lại có bổ sung tài chánh. Theo luật pháp Pennsylvania, nếu Ed Tini có thủ tục nhân con của chồng cũ chính thức thì cũng phải cấp dưỡng như con ruột. Nói chung là tiền cô không thiếu. Cái cô cần là quyền khống chế người khác. Đây cũng là một thể loại dục vọng mang tính khống chế người khác đã có trong gene của người Á Đông từ thời Tần Thủy Hoàng lận. Hình như không thể sửa gene này được mà phải để nó về ở dạng lặn từ từ bằng cách tự tu tâm dưỡng tánh. 

Những người đàn ông có phụ nữ psychopath bên mình thì chắc chắn gia môn sẽ suy bại. Khi tức giận họ sẵn sàng giết con luôn chứ không đùa. Để mặc cả quyền kiểm soát, cô Snow Virgin chọn ở lại nhà cũ để khịa bà cô bên chồng, xâm lăng cuộc sống của nhà người khác để họ run rẩy sợ hãi mà tránh đường.

Như đã nói, vì gốc Ý Đại Lợi nên họ cũng tinh vi, đoán được một số đường đi nước bước. Họ tìm cách ngăn chặn không cho cô Snow Virgin đem con về Việt Nam vì Việt Nam và Hoa Kỳ không có công ước về con tin. Họ tính hơi xa, thậm chí ông chồng còn đang tìm mua nhà để ở gần con. Tuy nhiên, tính toán đã trễ cũng do bà chị chồng chơi lại đòn gắt và có bài bản hơn làm bứt dây dẫn đến thảm họa diệt môn. 

Cũng vì cô Snow Virgin mà Việt Nam đang bị réo tên liên tục. Hy vọng cộng đồng Việt Nam trong vùng ra văn thư trấn an các xu hướng thái nhân cách, lấy khuôn mẫu đạo đức làm kim chỉ nam cho cuộc sống hiện đại ở Hoa Kỳ. Đồng thời, tìm một cô gái nào Việt Nam hiền lương thục đức có lỡ đò cũng OK, đem gả lại cho nhà Tini để họ bớt phần đau khổ vì vừa mất đi con cháu. Nhà họ Đinh cũng vừa mất đi một cháu trai, chắc cũng ôm niềm đau không kém.

Agenda topics will also include strengthening collaboration on climate change and digital partnership, as well as the lifting of travel restrictions that have been implemented in response to the COVID-19 pandemic.

Kishida said Thursday in London that Japan will further ease its border controls in June to bring them in line with other Group of Seven nations.

At the end of the talks between the Japanese and EU leaders, a joint declaration is expected to be adopted. The last EU-Japan summit held in May last year took place via videoconference due to the pandemic.

During the visit, Michel will travel to Hiroshima, one of the two Japanese cities devastated by U.S. atomic bombings shortly before the end of World War II, according to a senior EU official.

He is expected to visit the Hiroshima Peace Memorial Museum and deliver a speech, the official said.

Germany to send self-propelled howitzers to Ukraine

Germany will start training Ukrainian soldiers on how to use the long-range artillery next week before it sends seven Panzerhaubitzen 2000 artillery systems to Ukraine.

Germany will supply Ukraine with seven self-propelled armored howitzers, Defense Minister Christine Lambrecht announced on Saturday.
The Panzerhaubitzen 2000 artillery system is a track-mounted vehicle with a cannon that can fire shells up to 40 kilometers (25 miles), according to the German military.

Germany will also offer training on how to use the heavy artillery.

Lambrecht made the announcement during a trip to Slovakia to meet with German soldiers who have been deployed in the eastern European country that shares a small border with Ukraine.

Bundeswehr to stay fully equipped

The German Defense Ministry did not give a time frame for the delivery of the howitzers, but the training of Ukrainian soldiers is set to begin next week.

The seven artillery pieces will not be taken out of those that have been made available for the German Bundeswehr but rather from a separate pool that includes pieces that have been set aside for repairs.

The heavy weapons will be delivered following maintenance over the next few weeks, Lambrecht and her chief of defense, General Eberhard Zorn, told reporters in Slovakia.

The German mass-market newspaper Bild reported on Thursday reported that these artillery pieces should be ready by the end of June.

Lambrecht has repeatedly insisted that Germany would not give up heavy weapons needed by the Bundeswehr.

Germany has more than 100 of these howitzers, of which only 40 are currently ready for deployment, Bild reported.

Berlin changes course

The delivery of German howitzers marks another shift in Berlin's policy towards arming Ukraine.

The German government under Chancellor Olaf Scholz has repeatedly come under fire, especially from its partners in Kyiv, for not doing enough to support Ukraine against the Russian invasion.

The first U-turn saw Berlin go back on its tradition of not sending weapons into regions involved in conflict, but until recently, it had been reluctant to send heavy weaponry.

The German artillery will expand the handful of howitzers that have also been pledged by the Netherlands.

The German and Dutch militaries are set to cooperate in the training of some 20 Ukrainian soldiers — already with some artillery experience — who will be trained starting next week in the western German state of Rhineland-Palatinate, German news program Tagesschau reported.

Lambrecht said the German howitzers will only be sent once the Ukrainian soldiers know how to use them.

Ba Lan và Litva khánh thành đường ống dẫn khí đốt

Một tuần lễ sau khi Nga thông báo ngưng bán khí đốt cho Ba Lan và Bulgari, hôm qua, 05/05/2022, Ba Lan và ba nước trong vùng Baltic, Estonia, Litva và Latvia khánh thành một đường ống dẫn khí đốt mới mang tên GIPL dài 508 km. Đoạn cuối của đường ống này nối Litva với Ba Lan. Tổng trị giá công trình lên tới 500 triệu euro, phần lớn do Liên Hiệp Châu Âu tài trợ.

Đầu tháng 4/2022 ba nước bên bờ biển Baltic tuyên bố ngừng nhập khẩu khí đốt của Nga. Với GIPL, ba quốc gia này được bảo đảm « hoàn toàn kết nối » vào mạng cung cấp khí đốt của Liên Hiệp Châu Âu.
Thông tín viên đài RFI Marielle Vitureau từ thủ đô Vilnius giải thích về tầm mức quan trọng của công trình vừa được khánh thành :


« Giữa những đường ống sơn màu vàng ngổn ngang, tầm mức quan trọng của sự kiện được thể hiện qua những phương tiện hùng hậu huy động trong buổi lễ khánh thành. Nào là dàn nhạc, nào là bài diễn văn của các nhà lãnh đạo. Trong bối cảnh chiến tranh Ukraina, đường ống dẫn khí đốt dài hơn 500 km này là một vũ khí mới để đương đầu với Nga. Tổng thống Litva Gitanas Nauseda tuyên bố : ‘Chúng ta đã tăng cường an ninh về năng lượng, tăng cường khả năng kháng cự trước những áp lực chính trị, trước những đòn dùng năng lượng để bắt chẹt chúng ta xuất phát từ sườn đông’.


Đầu tháng tư vừa qua, Litva đã thông báo ngừng nhập khẩu khí đốt của Nga. Bên cạnh cơ sở để đón nhận khí hóa lỏng, Vilnius giờ đây có thể trông cậy vào đường ống dẫn khí mới vừa khánh thành này. Thêm vào đó, Ba Lan và Litva được kết nối hai chiều.


Trong mắt bà Kadri Simson, ủy viên châu Âu đặc trách về năng lượng, đây là một sự thay đổi lớn. Bà nói : ‘Giờ dây tất cả các thành viên trong Liên Hiệp Châu Âu đều được kết nối vào những nguồn cung cấp khác nhau. Theo tôi đây là bằng chứng rõ rệt nhất về sự liên đới của toàn khối trước thách thức đã đặt ra cho Ba Lan và Bulgari từ tuần trước ’.


Ngành năng lượng trong khu vực đang bị đảo lộn hoàn toàn. Estonia và Phần Lan ký kết một thỏa thuận xây dựng một cơ sở khí hóa lỏng. Litva đang nghiên cứu thêm về dự án này. Kể từ mùa thu năm nay, Na Uy sẽ cung cấp khí đốt cho Ba Lan nhờ một đường ống dẫn khí đốt xuyên qua lòng biển. Việc từ bỏ dầu khí của Nga đang có những bước tiến triển tốt ».

Như thầy cưng nói có nhiều tin đồn là đại đế sắp đi mổ cancer và giao quyền sát sinh Ukraine lại cho Nikolai Patrushev.

Nhiều người hy vọng điều này xảy ra thì chiến tranh sẽ chấm dứt.  Đây có lẽ là một hy vọng hơi hão huyền vì Nikolai Patrushev cũng chẳng nhân từ gì hơn đại đế.  Ông này đã từng là trùm nắm đầu quân tình báo của Nga, và là một nhân vật góp phần rất lớn trong cuộc chiến xâm lược Ukraine.  Tuần trước trong một buổi họp báo, ông ta đã tuyên bố Ukraine và cả phương tây sẽ bị bức tử nếu chống đối với Nga.  Ông ta cũng cảnh cáo Hoa Kỳ rằng những gì Hoa Kỳ đã loan báo như, "Nga hăm doạ Ukraine và các nước phương tây là kg đúng, Nga kg có hăm doạ Ukraine bao giờ cả".  Cũng như đại đế, ông này cũng là một kẻ dám làm mà chẳng dám nhận và lúc nào cũng tuyên truyền rằng chỉ có Nga mới làm việc chính nghĩa khi mang quân sang bắn giết từ già đến bé người dân vô tội, cướp đất, cướp nhà, cưỡng hiếp người ta.  Còn Mỹ và các nước phương tây đều xấu hết.   A bully, doạ mèo doạ khỉ.   Face-with-rolling-eyes4

Và dĩ nhiên có những người vẫn tin vào những lời tuyên truyền dối trá này và sỉ nhục những ai đứng về phía chính nghĩa.

Đúng là KGB nhìn mặt tên nào cũng đầy sát khi lạnh tanh.
Đọc thấy lẽ ra theo luật quyền phải trao lại cho thủ tướng, ông thủ tướng Nga nghe nói ôn hòa hơn, nhưng có lẽ đại đế là luật nên trao quyền lại cho tên sát nhân khác.

This is why it's important to say Kyiv, not Kiev, Lviv, not Lvov, Odesa, not Odessa, Kharkiv, not Kharkov... Ukrainian city names vs what Russians want them to be.

Russia spends tens of millions of dollars every day on the war with Ukraine, according to a recent study, the daily cost of the war in Ukraine could exceed $ 20 billion for Russia.
The new study by the Centre for Economic Recovery and CIVITTA and EasyBusiness found that Russia’s daily war, costs are likely to “exceed $ 20 billion” as the invasion scales.

The study found that direct losses in the first four days of the war amounted to about $7 billion, including military equipment and personnel losses.
Citing a study, CIVITTA said: “The total daily cost of war for Russia is likely to exceed $ 20-25 billion, including logistics, personnel, missile launches, etc.”
The direct losses from the war alone – including liquidated military equipment and casualties – cost Russia about $ 7 billion in the first five days. Human losses alone are projected at $ 2.7 billion in lost GDP in the coming years.
The direct losses of the Russian Federation as a result of hostilities in the first four days of the invasion amounted to almost $ 7 billion.
“Only direct losses from the war – including liquidated military equipment and personnel losses – cost Russia about $ 7 billion in the first five days. According to forecasts, human losses alone amount to $ 2.7 billion in lost GDP in the coming years.”

In recent weeks, the Russian Army has been carrying out significant offensives in eastern Ukraine, with the aim of having “total control” over the territory. After failing to take the capital Kyiv, Russian forces advanced towards the Donbas region, where several villages were taken. But according to Ukrainian presidential adviser Oleksiy Arestovych, the invading troops also suffered from the operation.

Last Wednesday, the Russian Defense Ministry said that Moscow troops had driven the Ukrainian army out of villages in the northeastern region of Kharkiv, and gained control over Zarichne and Novotoshkivske in Donetsk.
The offensive to control both southern Ukraine and Donbas, where pro-Russian separatists are concentrated, aims to create a land corridor connecting Russia to Crimea, a peninsula annexed by Moscow in 2014 and would give Russian forces access to Transnistria, a breakaway state in Moldova, where a contingent of Russian forces has been stationed since the early 1990s.
According to the governor of Donbas, Pavlo Kyrylenko, Russian forces “continue to deliberately fire on civilians and destroy critical infrastructure”.
The statement follows a string of allegations about possible war crimes. This week, Ukrainian authorities denounced the existence of an alleged concentration camp in Kharkiv, northeast of the country, according to the Ukrainian media outlet Kyiv Independent.

Poland's PM on Ukraine war, 'imperial' Russia, and 'short-sighted' EU states

President Vladimir Putin is a "war criminal" who is committing "genocide" in Ukraine and the European Union must not resume "business as usual" with Russia as long as he remains in power, Polish Prime Minister Mateusz Morawiecki told Euronews in an exclusive interview.

"This Russia is totalitarian, it's nationalistic, it's imperial, and this Russia wants to re-establish the Russian empire and a post-Soviet Union type of state," Morawiecki said.

"We cannot see a situation where there's a retreat to business as usual. Women and children are dying. Russia [commits] genocide in Ukraine and war crimes. Not with this regime," he added.

"Putin is a war criminal and what he's responsible for in Ukraine is simply beyond one's imagination. I think we should create an international tribunal to trace the crimes and make justice again when the war is over."

Morawiecki spoke with Euronews' Efi Koutsokosta at the end of an international donors' conference that he co-hosted with Swedish Prime Minister Magdalena Andersson in Warsaw. 

The conference raised €6 billion to support ongoing humanitarian efforts across Ukraine.

"We gathered more than expected," Morawiecki said. "But this amount of money is not good enough, is not sufficient for the enormous needs in Ukraine, given the atrocious war that is going on and on."

During the interview, the Polish PM spoke at length about Russia's invasion of Ukraine, which he described as "brutal," and the geopolitical implications for the entire continent.

Since the war broke out on 24 February, Poland has been at the forefront of the international condemnation against the Kremlin, calling for weapons deliveries and the harshest possible set of EU sanctions.

"I believe the war is going to be over sooner rather than later. But it all depends on the courage and determination of the Ukrainian nation. So we all should be grateful for the enormous bravery and courage and for what they're doing to defend their sovereignty and freedom," he said.

"We know they are defending, on the barricades, not only their freedom but also the security and peace of the whole Europe."

Morawiecki dismissed Russia's nuclear threats as a "sign of their weakness" and said the Kremlin will think "twice" before expanding the military aggression towards neighbouring countries like Moldova. 

"But nobody knows because this is in the hand of the leaders of Kremlin," he conceded. 

'Bigger countries wanted to procrastinate'
The prime minister spoke a day after the European Commission proposed a gradual EU-wide ban on Russian oil imports to deprive the Kremlin of one of its main sources of revenue.

The ban is seen as the EU's most radical move to date and has raised concerns among some highly dependent countries, including Hungary, Slovakia and the Czech Republic, who now demand a more protracted timeline to introduce the measure.

"Frankly speaking, there are different countries in different positions in terms of dependency on oil and gas, and we understand this," Morawiecki said when asked about the negotiations on the oil ban.

"There are discussions with the European Commission about what the interim periods could be. However, they are not going to block those sanctions, as far as I know."

The war has exposed the EU's entrenched dependency on Russian energy, built under the assumption that closer trade tries with Moscow would have brought the country closer to the West. The long-held belief crumbled overnight when Russian troops entered Ukraine and began bombing cities.

Last week, Russian energy company Gazprom informed Poland and Bulgaria that it would halt gas supplies to the two countries.

A BILL
Further to promote the defense of the United States, and for other purposes.

Be it enacted by the Senate add House of Representatives of the United States of America in Congress assembled, That this Act may be cited as "An Act to Promote the Defense of the United States".

SEC. 2. As used in this Act -

(a) The term "defense article" means -

(1) Any weapon, munition. aircraft, vessel, or boat;

(2) Any machinery, facility, tool, material, or supply necessary for the manufacture, production, processing, repair, servicing, or operation of any article described in this subsection;

(3) Any component material or part of or equipment for any article described in this subsection;

(4) Any agricultural, industrial or other commodity or article for defense.

Such term "defense article" includes any article described in this subsection: Manufactured or procured pursuant to section 3, or to which the United States or any foreign government has or hereafter acquires title, possession, or control.

(b) The term "defense information" means any plan, specification, design, prototype, or information pertaining to any defense article.

SEC. 3. (a) Notwithstanding the provisions of any other law, the President may, from time to time. when he deems it in the interest of national defense, authorize the Secretary Of War, the Secretary of the Navy, or the bead of any other department or agency of the Government -

(1) To manufacture in arsenals, factories, and shipyards under their jurisdiction, or otherwise procure, to the extent to which funds are made available therefor, or contracts are authorized from time to time by the Congress, or both, any defense article for the government of any country whose defense the President deems vital to the defense of the United States.

(2) To sell, transfer title to, exchange, lease, lend, or otherwise dispose of, to any such government any defense article, but no defense article not manufactured or procured under paragraph (1) shall in any way be disposed of under this paragraph, except after consultation with the Chief of Staff of the Army or the Chief of Naval Operations of the Navy, or both. The value of defense articles disposed of in any way under authority of this paragraph, and procured from funds heretofore appropriated, shall not exceed $1,300,000,000. The value of such defense articles shall be determined by the head of the department or agency concerned or such other department, agency or officer as shall be designated in the manner provided in the rules and regulations issued hereunder. Defense articles procured from funds hereafter appropriated to any department or agency of the Government, other than from funds authorized to he appropriated under this Act. shall not be disposed of in any way under authority of this paragraph except to the extent hereafter authorized by the Congress in the Acts appropriating such funds or otherwise.

(3) To test, inspect, prove, repair, outfit, recondition, or otherwise to place in good working order, to the extent to which funds are made available therefor, or contracts are authorized from time to time by the Congress, or both, any defense article for any such government, or to procure any or all such services by private contract.

(4) To communicate to any such government any defense information pertaining to any defense article furnished to such government under paragraph (2) of this subsection.

(5) To release for export any defense article disposed of in any way under this subsection to any such government.

(b) The terms and conditions upon which any such foreign government receives any aid authorized under subsection (a) shall be those which the President deems satisfactory, and the benefit to the United States may he payment or repayment in kind or property, or any other direct or indirect benefit which the President deems satisfactory.

© After June 30, 1943, or after the passage of a concurrent resolution by the two Houses before June 30, 1943, which declares that the powers conferred by or pursuant to subsection (a) are no longer necessary to promote the defense of the United States, neither the President nor the head of any department or agency shall exercise any of the powers conferred by or pursuant to subsection (a) except that until July 1, 1946, any of such powers may be exercised to the extent necessary to carry out a contract or agreement with such a foreign government made before July 1,1943, or before the passage of such concurrent resolution, whichever is the earlier.

(d) Nothing in this Act shall be construed to authorize or to permit the authorization of convoying vessels by naval vessels of the United States.

(e) Nothing in this Act shall be construed to authorize or to permit the authorization of the entry of any American vessel into a combat area in violation of section 3 of the neutrality Act of 1939.

SEC. 4 All contracts or agreements made for the disposition of any defense article or defense information pursuant to section 3 shall contain a clause by which the foreign government undertakes that it will not, without the consent of the President, transfer title to or possession of such defense article or defense information by gift, sale, or otherwise, or permit its use by anyone not an officer, employee, or agent of such foreign government.

SEC. 5. (a) The Secretary of War, the Secretary of the Navy, or the head of any other department or agency of the Government involved shall when any such defense article or defense information is exported, immediately inform the department or agency designated by the President to administer section 6 of the Act of July 2, 1940 (54 Stat. 714). of the quantities, character, value, terms of disposition and destination of the article and information so exported.

(b) The President from time to time, but not less frequently than once every ninety days, shall transmit to the Congress a report of operations under this Act except such information as he deems incompatible with the public interest to disclose. Reports provided for under this subsection shall be transmitted to the Secretary of the Senate or the Clerk of the House of representatives, as the case may be, if the Senate or the House of Representatives, as the case may be, is not in session.

SEC. 6. (a) There is hereby authorized to be appropriated from time to time, out of any money in the Treasury not otherwise appropriated, such amounts as may be necessary to carry out the provisions and accomplish the purposes of this Act.

(b) All money and all property which is converted into money received under section 3 from any government shall, with the approval of the Director of the Budget. revert to the respective appropriation or appropriations out of which funds were expended with respect to the defense article or defense information for which such consideration is received, and shall be available for expenditure for the purpose for which such expended funds were appropriated by law, during the fiscal year in which such funds are received and the ensuing fiscal year; but in no event shall any funds so received be available for expenditure after June 30, 1946.

SEC. 7. The Secretary of War, the Secretary of the Navy, and the head of the department or agency shall in all contracts or agreements for the disposition of any defense article or defense information fully protect the rights of all citizens of the United States who have patent rights in and to any such article or information which is hereby authorized to he disposed of and the payments collected for royalties on such patents shall be paid to the owners and holders of such patents.

SEC. 8. The Secretaries of War and of the Navy are hereby authorized to purchase or otherwise acquire arms, ammunition, and implements of war produced within the jurisdiction of any country to which section 3 is applicable, whenever the President deems such purchase or acquisition to be necessary in the interests of the defense of the United States.

SEC. 9. The President may, from time to time, promulgate such rules and regulations as may be necessary and proper to carry out any of the provisions of this Act; and he may exercise any power or authority conferred on him by this Act through such department, agency, or officer as be shall direct.

SEC. 10. Nothing in this Act shall be construed to change existing law relating to the use of the land and naval forces of the United States, except insofar as such use relates to the manufacture, procurement, and repair of defense articles, the communication of information and other noncombatant purposes enumerated in this Act.

SEC 11. If any provision of this Act or the application of such provision to any circumstance shall be held invalid, the validity of the remainder of the Act and the applicability of such provision to other circumstances shall not be affected thereby.

This is why it's important to say Kyiv, not Kiev, Lviv, not Lvov, Odesa, not Odessa, Kharkiv, not Kharkov... Ukrainian city names vs what Russians want them to be.

 Trước chiến tranh 5 cũng toàn là viết Kiev. Lúc có chiến tranh mới biết mình đã sai. Cũng như Sài-Gòn là Sài-Gòn, gặp các đứa bé sinh viên sang đây học, hỏi chúng nó ở đâu, nói tp HCM nghe nổi quạu. Nhưng chúng nó sinh sau đẻ muộn,đã bị nhồi sọ và tẩy não. Cũng không thể trách cứ.

 EU chuẩn bị đến cuối năm thì thôi mua của Putin. Nhưng cần thời gian. Cũng không thể để mình kiệt quệ trước Nga. Chỉ có 2 em căng nhất là Hung Gia Lợi và Slovakia. Họ mua của Nga đến hơn 90% và không có biển nên không có cảng, không có cách nào để mua khí lỏng, dầu qua đường biển.
