Russian Railways becomes first company to officially default in the country, as Western sanctions jam the financial system
A global financial committee has ruled Russian Railways has tumbled into default after the company failed to make interest payments on $268 million of bonds, due to Western sanctions that have stymied Russia's access to the global financial system.
The European section of the Credit Derivatives Determinations Committee ruled on Monday that the state-owned company had failed to make interest payments on the bonds due on March 14.
It made Russian Railways the first official corporate default in the country since the invasion of Ukraine began in late February.
The CDDC is a committee of financial institutions who meet to decide whether a company has defaulted. A ruling from the committee is a key step in allowing investors in credit-default swaps — contracts that act as insurance against defaults — to receive payouts.
Despite the ruling, Russian Railways argued in a statement on Tuesday that it had fulfilled its obligations on the Swiss franc bond worth $268 million, as it had tried to pay but had been blocked due to sanctions, Bloomberg reported.
The ability of Russia's companies and its government to pay their foreign-currency debts has been seriously curtailed by Western sanctions put in place after Vladimir Putin's invasion of Ukraine on February 24.
The US and its allies have frozen the central bank out of the bulk of its roughly $600 billion of foreign currency reserves and directly sanctioned companies, including Russian Railways.
Last week, the US Treasury blocked the government from making dollar debt payments using accounts at American banks, further freezing the two countries' financial relationship.

Ukrainian school opens in Tbilisi
Georgia has launched an all-Ukrainian school for the children fleeing war in Ukraine.

A chittering crowd of children wearing traditional Ukrainian vyshyvankas and vinoks (embroidered shirts and floral wreaths) poured into the schoolyard. Festively attired teachers rushed around to herd them into groups, while parents snapped photos of the special moment in their children’ lives: the start of a new school year.
Inside, their new classmates were waiting to greet them with balloons and flags, both Georgian and Ukrainian. The new pupils, numbering approximately 100, were displaced from their homes in Ukraine by the Russian invasion.
Now, just six weeks since the war began, a group of displaced Ukrainian educators, along with Georgia’s Ministry of Education, has launched a Ukrainian-language school, hosted by Public School 41 in central Tbilisi. It will teach the standard Ukrainian school curriculum in the Ukrainian language to kids across all grades.
“I can’t thank enough the administration of School 41. It is not easy to take in 100 children and also a group of new teachers,” said Olena Kukharevska, a school principal from Kyiv who teaches physics and heads the new school, at the April 11 opening ceremony.
As Kukharevska spoke, teachers – some of them also war refugees, and others Ukrainian expats who had already been living in Tbilisi – stood holding up the numbers of classes they were going to teach.
“The teachers’ mission here is not just to give an education, but to bring together children from different parts of Ukraine who are now scattered around Georgia, help them make friends with each other and with the Georgian children,” Alla Timoshenko, who will teach beginner-level math and Ukrainian language, told Eurasianet.
Since the beginning of the war, more than 4.5 million Ukrainians have fled the country. An estimated 25,000 of them have made it to Georgia, where they have found many people eager to help.
Despite the mid-April date, the Georgian staff tried to create the festive mood characteristic to the start of a school year in this part of the world. The school building was decorated with balloons; teachers and other personnel wore scarfs, headdresses, or brooches in the blue and yellow colors of the Ukrainian flag.
“This is a bittersweet moment for us,” one Ukrainian mother told Eurasianet at the opening. “My youngest son’s very first day in school is going to be here. I always imagined this day would come in our neighborhood at home in Kharkiv, but I don’t think my neighborhood exists anymore.”
“At the same time, I’m incredibly touched by the Georgians doing this for us. It’s so moving to see how everyone is trying so hard to make the kids happy,” she added. “I hope the children will ultimately remember people’s kindness, not war and explosions.”
Before the kids entered the building, music teacher Olga Rabba, a refugee from the Donbas region, took a microphone to sing Oi u luzi chervona kalyna (Oh, the Red Viburnum in the Meadow), an early 20th-century patriotic Ukrainian tune that has become an anthem of Ukraine’s resistance to the Russian invasion. After she finished, Georgian Education Minister Mikheil Chkhenkeli took two children by their hands and walked them into the school.
The Georgian government is footing the bill for the school and will pay the Ukrainian teachers the standard Georgian teacher salaries. While the curriculum will be identical to that they had been following at their home schools in Ukraine, the students will also study Georgian as a foreign language to help them integrate with their new Georgian schoolmates.
The Ukrainian students will study in the afternoon and evening, in a second shift after the Georgian students are done for the day.

RUSSIAN President Vladimir Putin is facing fresh humiliation after a massive trove of top-secret Kremlin files was leaked in a major hack.
Anonymous, the infamous hacking group responsible for dozens of high profile leaks, has set its eyes on Putin – vowing to continue targeting Russia over their invasion of Ukraine. According to HackRead, the hacktivist group, whose previous targets include ISIS and the CIA, also leaked around 437,500 emails belonging to three Russian companies- Aerogas, Forest, and Petrovsky Fort.
The massive trove of data included 244GB worth of information including 300,000 emails from Petrovsky Fort, a large office building complex and business centre in Saint Petersburg
Secondly, Anonymous targetted the Russian engineering company Aerogas, leaking 145GB worth of information, including 100,000 emails from the company that works closely with Russia’s oil and gas sector.
The attack on a Russian energy company may be an effort to disrupt Putin’s war effort, as experts warn that Russia’s invasion is fuelled by the revenues made from the country’s oil and gas exports, which make up the backbone of the country’s economy.
Aerogas works with Rosneft, Russia’s largest producer of oil, and Novatek, the country’s leading natural gas producer.
Lastly, the company also leaked 35.7GB worth of data from Forest, a Russia-based logging firm, including 37,000 emails.
Last night the mysterious group struck again, releasing 200,000 Kremlin files, and vowing that it would keep targeting Putin until he ends his “aggression” against Kyiv.
The group broke through the cyber defences of Russian government institutions and private companies, with the leak including over 200,000 emails from the Russian Ministry of Culture, a body that has oversight over censorship, archives and art.
The Twitter account Latest Anon Press revealed the leak saying: “BREAKING: Over 700GB of Russian government data leaked.

Không ưa thái độ của Đức?
Trước đó, báo Ba Lan nói hôm thứ Ba, quan chức Ba Lan và các nước Baltic đã họp riêng ở Rzeszow, gần biên giới Ba Lan- Ukraine để bàn cụ thể về chương trình viện trợ quân sự cho Ukraine.
Rzeszow, cách biên giới Ukraine không xa, cũng là nơi Hoa Kỳ đặt trạm phòng thủ hỏa tiễn Patriot và là điểm Tổng thống Joe Biden thăm quân Mỹ khi tới Ba Lan tháng trước.
Sự ủng hộ của bốn nước thuộc Nato "phía Đông" cho Ukraine là rất quan trọng vì họ cũng là những nước láng giềng chịu sức ép từ Nga.
Cùng lúc, có tin Tổng thống Đức Frank-Walter Steinmeier muốn thăm Kyiv cùng dịp này nhưng không được ông Zelensky hoan nghênh.
Theo báo Đức, tờ Bild, thì Ukraine không ưa thái độ của cá nhân ông Steinmeier trước đây, khi làm ngoại trưởng Đức đã theo đuổi chính sách thân Nga, như ủng hộ việc xây đường ống dẫn khí đốt Nord Stream từ Nga sang Đức, bỏ qua các nước trung chuyển truyền thống như Ukraine.

Không biết chiêu thức ngoại giao này có là một lối khích tướng phản tác dụng hay không. Làm mất sĩ diện của tổng thống Đức vốn dĩ không có thực quyền như thủ tướng, nhưng là đã bỉ mặt chính phủ Đức. Các bạn chờ xem. Thủ tướng Đức sẽ không đến Ukraine sớm như vậy đâu.
Mình cho rằng đây không phải là cách ngoại giao thông minh của chính phủ Ukraine.

Jersey freezes $7bn worth of assets linked to Roman Abramovich
Channel Island’s order is another major blow to sanctions-hit Russian oligarch
A court in the Channel Island of Jersey has imposed an order freezing more than $7bn in assets linked to Roman Abramovich in a significant blow to the Russian oligarch’s fortune.
The order comes after the island’s police searched premises “suspected to be connected to the business activities of Roman Abramovich”.
“The Royal Court also imposed a formal freezing order on 12 April . . . over assets understood to be valued in excess of $7bn, which are suspected to be connected to Mr Abramovich,” the government said.
The assets were either located in Jersey or owned by entities incorporated on the island, the statement said.
The sheer scale of assets subject to the freezing order hints at the amount of wealth Abramovich appears to have sheltered in offshore tax havens, where opaque corporate structures can shield investments from public view. Forbes estimates the oligarch’s net worth at $8.2bn, while the Bloomberg Billionaires Index pegs it higher at $13.9bn.
The $7bn asset freeze against Abramovich in Jersey is just shy of the $8bn total that Switzerland has seized from all 900 Russians on the EU and US sanctions lists.
Separately, the French finance ministry said on Wednesday that it had frozen a total of 33 properties belonging to sanctioned oligarchs. The list of addresses included a chateau in the south of France widely reported to have been bought by Abramovich in the glamorous Cap d’Antibes peninsula in 2001.
The Chateau de la Croë is a 1920s era villa owned that was rented out by the Duke and Duchess of Windsor before the second world war and later owned by Greek shipping magnate Aristotle Onassis.
The freeze by Jersey authorities is another blow to Abramovich, who has been hit with sanctions since Russia invaded Ukraine. UK authorities have forced him to sell Chelsea Football Club and his yachts were made to leave harbours to avoid being seized. Trading in shares in Evraz, the steelmaker in which he was a significant shareholder, remains suspended.
Ian Gorst, Jersey’s minister for external relations and financial services, said he could not comment on matters under “active consideration” by the dependency’s Law Officers’ Department.
“The government of Jersey continues to stand alongside the UK and international partners and has implemented all UK and UN sanctions deployed in response to Russia’s actions against Ukraine,” Gorst said. “Our legislation to give force to these measures has severe criminal consequences, and any links to sanctioned entities or suspected breaches must be reported to the appropriate authorities.”
The move against Abramovich is the clearest step yet by the Channel Island’s government to seize some of the billions of dollars worth of wealthy Russians’ assets widely thought to be invested in the offshore centre.
While it was not clear on Wednesday which assets the freeze order affected, Abramovich has moved a number of his investments to Jersey in recent years from the British Virgin Islands, another offshore haven.

These companies are all registered at the Jersey offices of Zedra, a corporate services provider that acts for a number of Abramovich-linked entities. Zedra declined to comment.
The Jersey Evening Post reported in 2018 that the Russian oligarch had been granted residency rights on the island, under a scheme for “high value residents”, but Abramovich had difficulty renewing his UK visa shortly afterwards.
Eugene Tenenbaum, an associate of Abramovich who has served as a director of Chelsea since the oligarch took it over in 2003, is a Jersey resident, according to British corporate records.

Biden announces additional $800m in US military aid to Ukraine
US President Joe Biden has said his administration will provide an additional $800m in military assistance to Ukraine to help bolster its defences against an expected Russian offensive in the country’s east.
The package will include artillery systems, artillery rounds, armoured personnel carriers and helicopters, Biden said in a statement on Wednesday, after a phone call with Ukrainian President Volodymyr Zelenskyy.
“This new package of assistance will contain many of the highly effective weapons systems we have already provided and new capabilities tailored to the wider assault we expect Russia to launch in eastern Ukraine,” Biden said.
“The steady supply of weapons the United States and its Allies and partners have provided to Ukraine has been critical in sustaining its fight against the Russian invasion.”
The announcement came as Zelenskyy has been pleading with US and European leaders to provide heavier arms and equipment to respond to Russia’s assault, which has killed thousands and displaced millions.
The new aid brings the total tally of US aid to Ukraine since Russian forces invaded the country on February 24 to more than $2.4bn.
Al Jazeera’s Alan Fisher, reporting from Washington, DC, said the package does not need congressional approval, “and those weapons, we are told, will be arriving in Ukraine as quickly as they can get them there”.
Some of the new equipment will require training for Ukrainian forces, Pentagon spokesperson John Kirby told reporters at a news conference on Wednesday afternoon.
“The systems that will probably require some additional training for Ukrainian forces are the howitzers [and] … the counter artillery radar, not a very difficult system to operate, but it’s not one that they have in their inventory,” Kirby said.
The development also came a day after Biden said Russian President Vladimir Putin is committing “genocide” in Ukraine. On Wednesday, the Kremlin denounced the US president’s statements as “unacceptable”.
“We categorically disagree and consider unacceptable any attempt to distort the situation in this way,” Kremlin spokesman Dmitry Peskov told reporters.
Meanwhile, Ukraine has accused Russia of blocking aid convoys to civilians marooned in Mariupol, the southern port city that has been besieged by Russian forces for weeks. Local officials said earlier this week that about 21,000 people have died there since the invasion began.
Mariupol’s mayor, Vadym Boychenko, said Russia had brought in mobile crematoria “to get rid of evidence of war crimes” – a statement that was not possible to verify.
Moscow has denied targeting civilians during its offensive in Ukraine, instead blaming Ukraine for civilian deaths and accusing Kyiv of denigrating the country’s armed forces.
The Kremlin has said it launched a “special military operation” to demilitarise and “liberate” Ukraine, a message Ukrainians said had been repeated to them by Russian troops.
Moscow’s invasion has forced more than 4.6 million people to flee abroad, killed or wounded thousands, and left Russia increasingly isolated internationally.
