German defense committee chief urges Scholz to unblock supplies of armored vehicles to Ukraine. 

Marie-Agnes Strack-Zimmermann has called on German Chancellor Olaf Scholz’s office to deliver 50 Marder infantry fighting vehicles to Ukraine as soon as possible.

German media reported earlier that Scholz had blocked Marder supplies for weeks.

Germany announces new deal with Greece to send tanks to Ukraine

Berlin has already agreed a similar tank swap deal with Prague and says it’s working to implement one with Warsaw as well after criticism.

Germany will help get Soviet-era tanks from Greece to Ukraine by sending Athens modern German vehicles as a replacement, German Chancellor Olaf Scholz announced Tuesday.

Scholz told reporters at the end of a two-day European Council meeting of EU leaders in Brussels that he had spoken to Greek Prime Minister Kyriakos Mitsotakis to enable such a tank swap, also known as a Ringtausch in German.

“This will now be discussed in very concrete terms between the defense ministries [of both countries] and can then also be implemented quickly,” the chancellor said.

Germany already implemented such a Ringtausch with the Czech Republic but has faced criticism from Poland for not yet implementing a similar arrangement with Warsaw.

Scholz had proposed the tank swap scheme in April as an alternative to Germany directly sending Ukraine its more modern Western tanks like the Leopard or the Marder infantry fighting vehicle — something the chancellor has avoided doing so far as he fears it could drag NATO into Russia’s war with Ukraine. Under the Ringtausch scheme, countries that still have Soviet-era gear like the T-72 battle tank or the BMP infantry fighting vehicle can send them to Ukraine and receive more modern German tanks as replacements.

This allows Western countries to maintain a certain level of deniability because those Soviet-era tanks are identical to the ones Ukraine uses, meaning it’s harder for Russia to argue that NATO is getting involved in the war by sending its top gear to Kyiv.

Meanwhile, German officials argue that the tank swap is advantageous for Kyiv because Ukraine will get the same tank models its soldiers and mechanics are already familiar with, while NATO partners like Greece can upgrade their military gear with the newer German tanks.

Scholz did not say what kind of Soviet-era tanks Greece would send to Ukraine. But in a press release, the Greek defense ministry said it would send BMP-1 infantry fighting vehicles to Ukraine and receive “an equal number” of German Marder infantry fighting vehicles in exchange, without saying how many tanks are involved in the agreement.

The Greek defense ministry also mentioned that, ironically, the vehicles being sent to Ukraine are “of East German origin” and sent to Greece in 1994 — meaning that, indirectly, Scholz is sending vehicles of German background to Ukraine.


The deal didn’t please everyone in Greece. The country’s main opposition party, Syriza, quickly blasted the government over the deal — a reflection of the tepid public support for sending weapons to Ukraine.

“The government must stop making decisions in secret on critical national issues,” Syriza said in a statement. “Even more so when the majority of the Greek people are opposed to choices that pose risks to the country’s security and are contrary to our national interests.”


Under Germany’s deal with Prague, the Czech Republic is set to receive 14 Leopard 2A4 main battle tanks and one Leopard tank recovery vehicle in exchange for sending Soviet tanks to Ukraine.

Berlin appears to be struggling to implement a similar exchange with Poland, however. Last week, Polish President Andrzej Duda accused Scholz’s government of breaking its word on delivering the desired German tanks to Warsaw.

Scholz said Tuesday that he had talked to Polish Prime Minister Mateusz Morawiecki during this week’s EU summit “about the question of how we can advance such good agreements also with Poland, as we did with the Czech Republic and now also soon with Greece, and there are also some other countries in the pipeline.”
“We both want this to happen in the best possible cooperation,” Scholz said.

WSJ: US to provide Ukraine with artillery with over 60 kilometers in range.

WASHINGTON (Sputnik) – The Biden administration intends to provide Ukraine with precision-guided missiles that could hit targets from a distance of over 60 km as part of efforts to boost Ukrainian military amid Russia’s special operation, The Wall Street Journal reported on Tuesday, citing US officials.

The guided multiple launch rocket systems under consideration can fire twice the distance of the M777 howitzers that the United States has already delivered to Ukraine, the report said.
At the moment, it is not yet known how many of these systems will be sent to Ukraine, but according to one official, cited in the report, if approved, the first deliveries would begin within weeks. Training Ukrainians on how to operate these systems would last at least 10 days.

The Pentagon repeatedly said that the Ukrainian side has on many occasions asked the United States to send them multiple rocket launchers, especially after the epicenter of the battles moved to Donbass.


Systems, manufactured by Lockheed Martin, would allow Ukrainian forces to strike Russian positions throughout Donbass and can be fired from either tracked or wheeled launchers, according to the officials.

On Monday, President Joe Biden said that Washington would not supply Kiev with missile systems capable of striking Russian territory.

The Biden administration has already provided Ukraine with 1,400 Stinger anti-aircraft systems along with 5,500 Javelins, and hundreds of drones among other equipment since Russia's special military operation began in February.

On 24 February, Russia launched a special military operation in Ukraine after the newly-recognised republics of Donetsk and Lugansk requested help in defending themselves from intensifying attacks by Ukrainian troops.

The Ukrainian army received an unknown amount of these 7.62x51 rifles from the Baltic States (Lithuania, Latvia and Estonia). They are mostly used for training and by Territorial Defense units.

Like Reuters, AFP is now doing Kremlin propaganda work. In fact, Pushilin is Russian - a Kremlin appointee in a part of Ukraine's Donetsk Oblast that Russia has occupied since 2014. The metal is being stolen from Ukraine. AFP makes Russian looting sound legitimate.

Financial Times: EU, UK  impose insurance ban on Russian oil cargoes.

Citing unnamed U.K. and EU officials, FT reported that the two actors have agreed on a concerted ban on insuring ships transporting Russian oil, sharply restricting Russia’s ability to export crude oil.

The UK and EU have agreed a co-ordinated ban on insuring ships carrying Russian oil, shutting Moscow out of the vital Lloyd’s of London insurance market and sharply curbing its ability to export crude, according to British and European officials.

Lloyd’s has been the heart of the marine insurance industry for centuries and blocking its members from insuring Russian oil cargoes will pile more pressure on global commodity markets, which have been in turmoil since Moscow’s invasion of Ukraine.

The insurance ban is part of a new EU sanctions package targeting Russian oil exports. Brussels agreed an embargo on most Russia oil shipments late on Monday but the involvement of the UK unlocked the insurance ban. This could have much broader consequences for Moscow’s exports and leave it looking for insurance in smaller, less developed markets.

Insurance has been a big sticking point in the development of the EU oil ban, with underwriters warning of the wider economic consequences of clamping down on a sector that is crucial to international trade.

There was also concern in Brussels that the EU acting alone on insurance sanctions would mean that more business flowed to London’s international market. “There is a level playing field issue if London keeps on providing insurance and then a lot of it goes via Lloyd’s of London,” a senior commission official said.

Ursula von der Leyen, president of the European Commission, announced action on shipping on Tuesday but officials said it was London’s decision to drop its opposition that cleared the way for the new sanctions package.

Greece and Cyprus, which have significant shipping sectors, only agreed after a commitment from the UK to follow suit, officials said.

The UK government refused to comment, but people briefed on the plans said an announcement was imminent on Britain banning insurers from covering ships carrying Russian oil. “This is something that is happening in a co-ordinated way,” said one.

Helima Croft, head of commodities strategy at RBC Capital Markets, said: “It’s hard to underplay how significant a move this is by the UK and EU. Taking out insurance will have a huge impact on Russia’s ability to export its oil. It’s one of the toughest sanctions Europe has in its armoury.”

The London insurance market has been bracing for sanctions to be extended to the key marine sector after moves to cut off aviation and space cover to Russian companies earlier this year.

Senior figures in the Lloyd’s market have stressed to officials in Brussels and Westminster the challenge of establishing the provenance of oil cargoes on ships, according to people familiar with the matter.

Years of complying with sanctions on Iranian oil cargoes have provided a template for compliance, said senior figures in the Lloyd’s market. “The only complication is making sure it is Russian oil to begin with,” said one. “It’s not the easiest job in the world, but neither is it impossible.”

Brent crude prices have shot almost 60 per cent higher this year after Russia’s invasion of Ukraine shook up global commodities markets. The price of refined products such as petrol, diesel and jet fuel has also rallied strongly as a supply crunch in many major markets is exacerbated by rising demand.

Russia, the world’s third-biggest crude producer, has so far found buyers for its oil, including China, India and Turkey. However, Russian exports of refined products have declined.

The rise in energy prices has been a key factor in fuelling the huge jolt of inflation across the world this year.
